V skladu z našimi naravovarstvenimi aktivnostmi in vašim povabilom k prispevanju pripomb in popravkov na osnutek spremembe Uredbe o prepovedi vožnje v naravnem okolju, vam v podanem roku 12.07.2010 posredujemo naše pripombe in popravke, ki so podane spodaj v prilogi.

Mislimo, da je več kot 1.358 ljudi dovolj velik argument, da upoštevate in uresničite vse naše pripombe in popravke.

Priloga: Pripombe, popravki in ultimat na osnutek spremembe Uredbe o prepovedi vožnje v naravnem okolju

Na začetku treba razjasniti, da pri problemu že sedaj prepovedanih voženj v naravi, ne gre za nasprotovanje skupin voznikov in naravovarstvenikov. Ampak za očitno kršenje vseh zakonov in predpisov s strani voznikov in ignoranco ter nezmožnost države zagotoviti pregon kršiteljev in že do sedaj predpisano zaščito narave in divjih živali. Naravovarstveniki smo edini, ki opozarjamo na ta problem, podajamo prijave in se ga trudimo rešiti. Zaradi tega smo stalno izpostavljeni grožnjam, nadlegovanju in fizičnim napadom.

Jasno je, da je dosedanja zakonodaja na tem področju nezadostna in da je tudi sedanji osnutek sprememb nezadosten. Bistvo problema pa je v nezadostnem, samo občasnem in kampanjskem nadzoru in sankcioniranju kršiteljev s strani policije, drugih inšpekcij pa sploh ni na terenu. Dokler ne bomo imeli stalnega vsakodnevnega nadzora s strani policije, gozdarske, lovske in naravovarstvene inšpekcije ter prostovoljnih naravovarstvenih nadzornikov tega ne bomo rešili.

Izgovarjanje na kadrovsko podhranjenost je smešno. Samo z enim dnevom delovanje navedenih nadzornih inštitucij bi večkratno pokrili njihove stroške in nove zaposlitve z izrečenimi kaznimi in še dodatno napolnili proračun. Potrebna je samo politična želja in interes rešit ta problem. Samo na Pohorju se vsakodnevno prepovedano vozi v naravi najmanj 30 do 40 ljudi na motorjih, štirikolesnikih oz. motornih saneh pozimi.

Samo na Pohorju imamo najmanj 15 ljudi, ki se takorekoč dnevno gibljejo v naravi, ki so pripravljeni opravljat funkcijo prostovoljnega naravovarstvenega nadzornika, ki so že skoraj zaključili usposabljanje države in občine Ruše pred 3 leti, pol je pa zmanjkalo vladne in občinske politične volje in interesa to zaključit in jim podeliti status uradne osebe. Če bi ga jim podelili, bi na Pohorju problem voženj v naravi že bil zdavnaj rešen, tako pa ni, podobno pa je tudi drugje po Sloveniji.

Zaradi tega in ponovno nezadostnega predloga sprememb Uredbe o prepovedi vožnje v naravnem okolju z odločno prenizkimi kaznimi (posebej glede na finančni status kršiteljev) in nejasnosti smo se odločili, da vladi in odgovornim inštitucijam damo naslednji ultimat, če do 31.12.2010 ne zagotovite sprejem in izvajanje naslednjih ukrepov:

  • stalen koordiniran vsakodnevni nadzor policije, gozdarske, lovske in naravovarstvene inšpekcije ter prostovoljnih naravovarstvenih nadzornikov na terenu in ključnih točkah v naravi, če treba tudi dodatna kadrovska okrepitev navedenih inštitucij. Stroški se pokrijejo z izrečenimi kaznimi
  • začetek in zaključek usposabljanj ter podelitev statusa uradna osebe zadostnemu številu prostovoljnih naravovarstvenih nadzornikov na celotnem območju države
  • uzakonitev obvezne registrske tablice za vsa vozila, ki se vozijo v naravi (da se enostavno identificirajo vsa moto cross motorna kolesa, štirikolesniki, motorne sani in avtomobili in njihovi lastniki) in drastično sankcioniranje in odvzem vozila pri odsotnosti tablice. Minimalna kazen vožnje brez registrske je dvakratna višina neto minimalnega dohodka 1124€ oz. pri plačilu v roku 8 dni z 50% popustom je 562€.
  • minimalna kazen za kakršnokoli vožnjo v naravnem okolju je je dvakratna višina neto minimalnega dohodka 1124€ oz. pri plačilu v roku 8 dni z 50% popustom je 562€
  • trajen odvzem motornega vozila kršitelju v primeru drugega prekrška vožnje v naravnem okolju in v primeru prvega prekrška vožnje v naravnem okolju na zaščitenem območju Natura 2000, Ptičje direktive, naravnega rezervata, naravnega, regijskega parka ali podobno zaščitenega območja.
  • minimalna kazen za kakršnokoli vožnjo v zaščitenem območju Natura 2000, Ptičje direktive, naravnega rezervata, naravnega, regijskega parka ali podobno zaščitenega območja je je štirikratna višina neto minimalnega dohodka 2248€ oz. pri plačilu v roku 8 dni z 50% popustom je 1124€
  • drastično kaznovanje vseh voženj v naravi in dovoljenih cestah z prirejenimi izpuhi, ki povzročajo dodaten hrup, ki je višji od dovoljenega. Kaznuje se s trajnim odvzem motornega vozila kršitelju in minimalna kazen za kakršnokoli vožnjo s preglasnim izpuhome je dvakratna višina neto minimalnega dohodka 1124€ oz. pri plačilu v roku 8 dni z 50% popustom je 562€ za vožnje po cestah v naravem okolju in štirikratna višina neto minimalnega dohodka 2248€ oz. pri plačilu v roku 8 dni z 50% popustom je 1124€ za vožnje v naravnem okolju.
  • kakršnekoli vožnje posameznikov ali organiziranih skupin s kolesi ali motornimi vozili v naravnem okolju, vlakah, planinskih poteh in na zaščitenem območju Natura 2000, Ptičje direktive, naravnega rezervata, naravnega, regijskega parka ali podobno zaščitenega območja je strogo prepovedano. Za motorna motocross kolesa, štirikolesnike in motorne sani velja prepoved tudi za gozdne ceste na zaščitenem območju Natura 2000, Ptičje direktive, naravnega rezervata, naravnega, regijskega parka ali podobno zaščitenega območja je strogo prepovedano. Ker čim jim dovolimo vozit po gozdnih cestah, takoj povsod zavijejo v gozd in je to zelo težko nadzirat, se izgovarjajo da so se vozili samo po gozdni cesti.
  • torej vožnje z motornimi vozili so dovoljene samo po cestah in gozdnih cestah, kjer je to dovoljeno in ni znaka prepovedi vožnje, izven zaščitenih območij Natura 2000, Ptičje direktive, naravnega rezervata, naravnega, regijskega parka ali podobno zaščitenega območja. Izrecno je dovoljena vožnja z motornimi vozili in kolesi na zaprtih manjših definiranih in dovoljenih območjih t.i. športnih parkih za vožnje z motornimi vozili ali kolesih v naravi, kot je motocross, mountainbike proga. Določitev lokacije in veličina območja mora bit sprejeta samo z strinjanjem naravovarstvenikov, ki imajo pravico veta.
  • vožnje z kolesi so dovoljene po vseh gozdnih cestah, tudi teh na zaščitenem območju Natura 2000, Ptičje direktive, naravnega rezervata, naravnega, regijskega parka ali podobno zaščitenega območja.
  • Nadzornim inštitucijam, uradnim osebam in prostovoljnim naravovarstvenim nadzornikom je dovoljena vožnja po cestah in gozdnih cestah, tudi tam kjer je drugim tudi z znakom prepovedana vožnja, dovoljena je tudi na gozdnih cestah na zaščitenem območju Natura 2000, Ptičje direktive, naravnega rezervata, naravnega, regijskega parka ali podobno zaščitenega območja za opravljanje njihovega dela in nadzora.
  • Vse ostale višje kazni, tudi za pravne osebe, se prilagodijo in preračunajo v skladu z našo zahtevo, da je minimalna kazen dvakratna višina neto minimalnega dohodka 1124€ oz. pri plačilu v roku 8 dni z 50% popustom je 562€.
  • Iz predloga sprememb Uredbe o prepovedi vožnje v naravnem okolju in druge zakonodaje je treba odstraniti vse nejasnosti, dvoumnosti in odstraniti možnost napačne razlage.

V primeru, da država in odgovorne inštitucije ne izpolnijo naših zgoraj podanih ultimativnih zahtev. Bomo o vsem obveščali in prijavljali vse relevantne mednarodne inštitucije, naravovarstvene organizacije, tuja dopisništva in medije in jih pozivali, da izvajajo stalen pritisk na slovenske odgovorne inštitucije in politike, pozivali na stalne domače in tuje demonstracije in bojkot odgovornih slovenskih politikov in odgovornih oseb, dokler ne izpolnijo naših zahtev.

Such services and products are very much needed in this harsh world and environment. In addition, availability and implementation of such services, products and projects, for free or affordable price, means a great social and environmental benefit.

Free, affordable, Open Source projects, services and products usually lack good planning, management, quality, standardization, reliability, dependability and this is the main reason why so many such projects, services and products doesn't develop more successfully or finally fail. But with Vallant.si is different story. Our experience, background, know how, professionallity assures that we provide top quality for free or for affordable price.

Target Market

We target whole global market and are prepared to target other languages beside English and Slovenian as soon as we have enough income. We have great user, member and customer/client satisfaction, good statistics and steadily growing number of visitors and users. At the moment we get about 100.000 hits/month and 1000 unique visitors/month. We're constantly present in the media with interview, articles, video and audio podcast, and photographs. Are offer is very wide and so is our and your target market.

We're using newest technologies, our web portal, our audio and video podcasts, photography's, blogs, forums, mailing lists and RSS feeds to provide our content. 

What does sponsor get from sponsoring us?

Besides doing good, socially and environmentally beneficial, you improve your public image, you make a difference helping those who really need it.  

All sponsors will: 

  • be listed in sponsor list on Vallant.si portal
  • get listed in the end of our video and audio podcasts as sponsors, in accordance with sponsorship contract
  • get listed at the bootom of all our mailings, in accordance with sponsorship contract
  • main sponsors get logo-tips on Primož Vallant's clothing (specially during all interviews he often has) and on his car, in accordance with sponsorship contract

What sponsors don't get from us?

Sponsor don't get influence on Vallant.si. Vallant.si remains absolutely independent. Sponsor has no influence on which projects are implemented and how. This is needed because Vallant.si has to remain independent, guard it's integrity and public image, to preserve it's Independence from all possible negative influences.

How can you sponsor Vallant.si?

Any help and sponsoring is appreciated. We would appreciate money, service, product or work sponsorship, like help in setting up Vallant.si's community, administration, services, tools, projects and creating content. Minimum sum is 1000 € or equivalent in your currency. Of course you can sponsor as much you want, just rise the quantity and the sum gets multiplied. You can sponsor us also with cash, wire transfer, credit card, phone or fax transfer and check. This are only options at this time, sadly Palpal doesn't support Slovenia yet.
